Media planning vs media buying: what's the difference?

One decides where the idea should live. The other gets it there at the right price. Why they're different jobs — and why they shouldn't be done apart.

Media planning is deciding where and when an advertisement should appear so that it reaches the right people often enough to work. Media buying is securing that space — the newspaper page, the hoarding, the radio slot — at the best available price and position. Planning comes first and asks “where?”; buying follows and asks “how much, and is it available?”

What a media planner does

  • Defines the audience: who they are, where they live, what they read, watch and listen to.
  • Sets the objective: a launch, steady enquiries, awareness, footfall for an event.
  • Chooses the mix of media, and the role of each — which one announces, which one repeats, which one closes.
  • Builds the schedule: dates, editions, sites, slots, and how the budget is spread across them.
  • Decides how success will be measured, before anything runs.

What a media buyer does

  • Gets rates and availability from papers, outdoor media owners, stations and platforms.
  • Negotiates price, position and added value.
  • Books the space and issues release orders.
  • Makes sure the material reaches each media owner to specification and on time.
  • Checks the ad ran as booked — tearsheets, site photographs, broadcast logs.

Terms you'll hear

  • Reach — how many different people see the ad at least once.
  • Frequency — how many times, on average, each of them sees it.
  • GRP (gross rating points) — reach multiplied by frequency, mainly used for TV and radio.
  • CPM — the cost of reaching a thousand people; useful for comparing media on equal terms.
  • Cost per enquiry / per site visit — the measure that usually matters most to an NCR advertiser.
  • Readership and circulation — for print, readership comes from the Indian Readership Survey (IRS), and certified circulation from the Audit Bureau of Circulations — no relation to ABC Mediamix.

Why they belong together

When planning and buying are separated, two things go wrong. The buyer, rewarded for price, books what's discounted rather than what the plan needs. And the planner, cut off from the market, plans positions that aren't available or affordable. The result is a schedule that looks efficient on paper and reaches the wrong people.

A planner who knows the hoarding will be read in two seconds and the newspaper page over breakfast can ask the creative team for two different things.   1. How will you decide the media mix, and what would make you recommend less of a medium rather than more?
  2. Who writes the creative, and do they see the media plan?
  3. How will we measure each medium separately?
  4. What proof of delivery will we get — tearsheets, site photos, logs?
  5. What does the fee cover, and how are media costs and commissions shown?
